https://servoy.com/download/ suggests (today) 2019.06 which is indeed a zip installer (as new java versions no longer integrate into the system - so we ship java with the installer).
Or did you download it a while ago?
32 bit is no longer supported by the developer (eclipse on top of which developer is built no longer provides 32 bit version (for a while now)).
