Title Footer part of a form is not displayed

A Title Footer part of a form is not displayed, but the Title Header is. Is there any reason why a Title Footer part of a form is not displayed? I only can assume it's a bug. The form parts should be (behave) absolutely symmetrical in my opinion.

PS: Not only is a Title Header on a form displayed, it is absolutely necessary for a table view to display the column headers.
