Forms for high DPI devices

So I'm running an old solution on 5.2.18 (I know) that was designed for ~900x600 to fit on the worse-case scenario of a small laptop screen. It's been working fine and perfectly usable for many years. But recently someone got a new Lenovo thing with a 13" screen at 3200x1800 (more than my 30" desktop) and my forms are like postage stamps, completely unusable. I'm not sure why WIndows 8.1 isn't scaling up the window even if it looks chunky. (This is on the smart client.)

So two questions really; Is there some magic trick to getting Windows to scale the the window, and/or how do you deal with designing forms which can be 'resolution independent'? Is there a means in 6/7 to deal with this? I'll upgrade at some point..

so you are saying that java applicaton doesn't get scalled to 200% (i guess thats what they have configured?)

what kind of look and feel are you using?
