Can you achieve this with any programming platform? :)

    Use Servoy Headless Client.
    Code all of your own html and css.
    Use Servoy's i18n to help you with languages.

You can achieve the same level of compliance as any other html authoring environment using Servoy. But there is nothing specific about Servoy that makes this job any easier.
