do borderpanels work?

I have a data entry screen that makes use of borderpanels to logically group information.
In rich client the display as per they look in developer.
In webclient they display *without* the text description in the border.
Is this a known limitation of webclient?
If so - then I'll stop wasting my time trying to make it work.....if not can someone give me a tip to let me know how to get the text description to display?
