Is there any way possible now or in the future to run smart client on an iPad or a Google Android tablet?

The Smart Client requires Java WebStart to be installed, which in turn requires Java to be installed.

The way Apple has been not supporting Java on their devices, it's not likely that they will in the future, but who knows.

Android, being a more more Java-like platform to start with, might support this in the future.

Off course, on both these platforms the Web Client will work like a charm, but that wasn't your question.
