Sorry for the late reply. In the past we created images both on softlayer (now IBM) and Azure. The problem we found was that such images are hard to maintain for us, and customers. Who will take care of patches to the OS, java, tomcat, Servoy etc etc. ? This is why we started our QA-PAAS initiative. We are trying to create an easy to use build and deployment pipeline that can be used to build and deploy quickly and kept up to date easily. Up to date means that you can keep everything in the stack up to date.
Today we offer this as a service from the cloud. The moment we bring out a new release (or even our nightly builds), or if anyone else releases something which is in your stack you can just use that and deploy it. Probably first in a test environment and if all is well in production. All of this is driven by a build configuration, rather then having to go through an update process of a running server.
