is it possible to change the background color of specific records in a list form or a inset list?

You need to use the onRender event for this where you can set the background-color of any element depending on your business logic.

It sure looks like there is no way to do this other than perhaps with HTML inside a label (untested assumption here).
Anyway I suggest you file a feature request for this.
