Thats correct and not a bug. Basically a space saving feature. Would you prefer it be permanently available?

Yes, because I think it's functional when designing forms (layouts) and it would be nice if it keeps in place where developers placed it the last time before they closed Servoy (in my case right-side of the design-toolbar).
