Re-open issue in JIRA?

I looked around but couldn't find a way to re-open a closed issue. Anyone know how?

Are you sure it was closed already?
When its only resolved its not really closed. (resolved means its need quality control on our end)

You should be able to close open(unstarted) and closed(stopped progress) issues.

Where on the screen (page) is the link, menu, or button to do that? Can you attach a picture as an example?

You where right, the reporter was not able to reopen a closed issue.
Jira should now allow this, please try again.
