Which SMS service to use is depending on the amount of messages you will be sending during a specific amount of time. There are probably pre-paid services out there as well. You just have to find the broker with a pricing plan that best suits your needs.
We have integrated two SMS providers in our Servoy apps: Nexmo and Labsmobile. Nexmo has good prices and documentation for its API, but I prefer Labmobile, it's a small provider, but its API is simple, clear and easy to integrate with Servoy.

We have used Clickatell (https://www.clickatell.com) in our projects and this has worked well for us. It has multiple APIs ranging from simple SMTP interface (send them an e-mail it sends out as an SMS) to full on REST API.
