Alt Key Bug?

In Design mode when clicking ALT + L should suppose to show the Elements dropdown but instead it’s placing a label on the layout

To replicate this..

click on the body of the form and click ALT+L

yes that is a know problem. I have changed it so ALT-L won’t place a label anymore. But only ALT and then L will bring up the menu (not ALT-L and the same time. is still under investigation)
