I would like, that if I change the local, from USA to Dutch, that all i18n-entries are updated instantly.
Now only the Servoy Client is updated instantly to the right language. The current form stays in the language before.
Is this a bug? or not implemented yet?

And i don’t think it will be implemented very soon. Because every label/button/header ect must be updated then. And that will not be very easy.
Also for pure clients this switch isn’t done that often by clients. Mostly you set the locale once.. And then a reboot is just needed once.
In developer - if you change your local - and you re-open the solution, the i18n strings WILL change. This is what I do when testing an i18n solution.
