What about this:
CTRL-[ == bring to front
SHIFT-CTRL-[ == bring forward
CTRL-] == send to back
SHIFT-CTRL-] == send backward

the proposed shortcuts might be interesting on qwerty keyboards, but it might be handy to take other keyboard layouts also into account. The proposed shortcuts would take (if they worked at all, what is not my experience) four keydowns on an azerty(belgian,french,…) keyboard. Isn’t there some rule in the GUI guidelines about the max number of keys needed for a shortcut.
So while I don’t have a real proposition as an alternative, I would appreciate it if you just could take some more keyboard layouts into account when chosing shortcuts. Maybe a a customisable shortcut preference pane ?
Just show US based software developers (because they never take it into account) there is a better way.
