Does entering a placeholder do nothing for field formats, on the web client?

Its really weird,
I am sure this was working in 6.1.3 a week or two ago, and i have two fields and it has just stopped working.
I use the mask function and they dont just appear, yet I could swear they were working!
I tried a form variable on a single form, to test it, and it doesnt work.
Maybe i upgraded from6.12 to 6.13 and this is a new issue?
Is anyone else able to get this to work in webclient, or maybe I am dreaming and it never did!
