Currently not. But you can use a tab panel to accomplish the same…
No the Controller position is fixed, but see this thread about using TabPanels instead - they are very flexible.

I’ll put this in a feature request. Obviously tab panels will work, but I’m interested in leveraging the history functionality in my navigator pane. The history only recognizes top level forms being displayed. Tab panels undermine that functionality because the hitory wont be recorded as tabs are changed.
