Smart Client Desktop Icon Missing

What would prevent the Smart Client shortcut/icon from being created on a Windows desktop?

One of our users has to open a browser and manually type or cut-and-paste the URL into the browser address box in order to launch the application. Other users have Smart Client icons on their desktops that were automatically created and work as expected. The user without the icon is running the following (which some of the other users also run):

Windows 7 Ultimate SP1 64-bit Edition
Internet Explorer 8.0.7601.17514 64-bit Edition
Java™ SE Runtime Environment (build 1.7.0_09-b05)

Deeplinking to the solution using parameters will prevent java from creating a shortcut.

But as other users do have the icon, that doesn’t seem to be the case here.

We are not passing parameters in the deep link, but this is good to know (for future reference).

Clear the java cache and .servoy folder under User folder

Deleting the contents of the .servoy folder did nothing. However, deleting the Java cache got the shortcut/icon back.

I think there is an issue with Java 7 and Web Start shortcuts. I believe update 9 has it, so that’s probably why this specific client doesn’t have shortcuts.
